Dr. Nizar Ben Neji is an ICT expert and strategist with nearly two decades of experience in digital transformation, cybersecurity, emerging technologies, and technology governance. He is widely recognized as one of the leading voices in the digital and cybersecurity landscape across the Arab region and Africa.

Dr. Ben Neji served as Tunisia’s Minister of Communication Technologies from 2021 to 2024, where he led national efforts to implement the National Digital Strategy 2025, driving reforms in digital infrastructure, cybersecurity readiness, public services automation, and innovation ecosystems. His leadership contributed to strengthening Tunisia’s digital resilience and enhancing the country’s competitiveness in a technology-driven global economy.

Before his ministerial appointment, Dr. Ben Neji held academic and research roles, including serving as a lecturer at the University of Carthage and participating as a Fulbright Visiting Scholar at the University of Massachusetts Amherst in the United States—where he further deepened his expertise in cybersecurity and advanced information systems.

His professional journey began in 2005 at TunTrust, the Tunisian Government Certification Authority, where he worked as an engineer and project manager, contributing to major national e-government and digital trust framework initiatives.

Dr. Ben Neji has collaborated with leading regional and global organizations such as the International Telecommunication Union (ITU), AICTO, and CTO, and has provided strategic advisory services to governments, regulatory authorities, and private sector institutions across more than 15 countries in Africa and Asia.

With a strong academic foundation, published research, and extensive field leadership, Dr. Nizar Ben Neji continues to play an influential role in shaping future-ready technology ecosystems, promoting cybersecurity maturity, and advancing digital policy frameworks across emerging markets.
