Eng. Abdelbaset Salem Al-Baour currently serves as the Chairman of the General Authority for Communications and Informatics in Libya, in addition to his role as the Acting Chairman of the General Information Authority. In this capacity, he oversees one of the most critical national sectors driving digital transformation, data governance, and the modernization of Libya’s communications and information technology landscape.

Under his leadership, the Authority plays a central role in developing national ICT policies, regulating telecommunications services, and guiding the modernization and expansion of digital infrastructure across the country. His mandate also includes aligning Libya’s digital strategy with international standards, ensuring secure and reliable connectivity, and enabling innovation-led growth.

Eng. Al-Baour is recognized as one of Libya’s leading voices in digital transformation and technology governance. He has played a key role in advancing major initiatives and reforms, including:
